Peru invested 28,857 million soles in public works between the years 2014-2015 (according to the OSCE report). 2.76% of this investment, that is to say 796 million are in paralyzed works that have ended in arbitrations for additional. The main demands are for higher general and additional expenses, caused by deficiencies in the budget of the technical files. In this scenario and taking into account that there is no standardized and official procedure in Peru for budgeting public works, we consider it necessary to address the problem and study it based on the existing information and experience accumulated over the years, in order to propose a technical tool, that allows the Optimization of the Process Elaboration of Budgets to diminish the additional ones of public works of construction -Costa del Perú (Year 2014-2015). As a result of this research, we hope to provide the technical community and the professionals and executives involved in the management of public works with a matrix of optimization for the budgeting process, with factors that allow evaluating the quality of public works budgets and that contribute to improving the capacity and management of public works, improving the quality of their interventions and contributing positively to the image of state institutions.
