ABSTRACT The present work of research entitled "MANAGEMENT BY PROCESSES IN THE PREPARATORY ACTIONS FOR PROCUREMENT OF GOODS AND SERVICES AS A PROPOSAL TO OPTIMIZE THE PROCESSES OF SELECTION OF A REGIONAL GOVERNMENT"; includes the analysis and improvement of the processes of the phase of preparatory acts from the recruitment of a state institution, so that these develop efficiently in the management of resources such as time and costs.as time and costs. At the same time, it is important to mention that in the area of supply were never performed studies to improve the management of the processes. With the implementation of these proposals will be achieved sort, manage, and stabilize the processes, as well as the main causes that hamper their performance. It is important to note that with the improvement alternatives will be reduced time and cost, develop more efficient processes, allowing the calls for procurement of goods and services to be made in the dates provided for in the Annual Plan of recruitment for the entity. Therefore the design of a process that is reflected in the methodological and practical document that set the guidelines that can reduce the time in the phase of preparatory acts, is a glaring need, as there are a large number of selection processes that are not executed according to the schedule established, and therefore do not have timely information to achieve the results described above.
