Communication services have become a fundamental need to ensure the operability and daily services of organizations. In this regard, in order to provide a quality community service, the Directorate of Titling, Land Reversal and Rural Cadastre (DTRTyCR), in the present investigation has proposed as a general objective to propose the redesign of the data network, based on the descending methodology, to improve the quality of communication services working as components firstly the analysis of the redesign requirements of the data network, secondly the redesign of the logical and physical aspects of the data network and thirdly the validation of the proposal, for this purpose a non-experimental, descriptive, study based on the theory of descending network design proposed by Mills and Wirth in 2010, in which In principle, it carried out the collection of information from the inventory of computer equipment, inventory of physical infrastructure, inventory of personnel. It makes use of the equipment, as well as the systems they use and the services it provides from which this proposal was generated. To validate the proposed model, the method of validation by expert judgment or Delphi test has been used, the same as through a validation instrument that has 8 evaluation criteria, results in a total average assessment of 4.34 on a scale of 1 to 5 so it can be concluded that the proposed model to solve the problem of communication services in the DTRTyCR is valid.
