The purpose of the following research is to identify factors that are affecting the effectiveness of disaster risk management at the local level. The research area is the city of Moyobamba, a city exposed to various natural phenomena, which can lead to eventual disasters with large losses, since it is located in a seismic zone due to the same rugged topography it presents and its recurrences in floods produced by climatic changes that originate, accelerated demographic growth, excessive deforestation and disorderly occupation of the area. The data collection techniques that were used in this research are semi-structured interviews, knowledge test and documentary review. Interviews were conducted with the different officials and experts on risk management issues, then the information was systematized, identifying the parts of the interviews that answered the questions raised in the guide; for the analysis of the information, which was structured around the research questions; continuing with the synthesis of the variables; definition of the dimensions of the results of the investigation. The results obtained in the research are: There is a lack of institutional coordination, scarce citizen participation, lack of knowledge on risk management issues, low budget, low degree of institutionalization, little political commitment. In this way, the results are taken as a reference to determine starting points to improve the implementation of disaster risk management and recommendations.
