The Convention on the Rights of the Child was adopted by the United Nations Assembly on November 20, 1989 and ratified by the government of Peru on September 4, 1990. The Convention is an international treaty that obliges the Peruvian government to observe the Convention and to account for its implementation and compliance to the United Nations Committee on the Rights of the Child. The Convention on the Rights of the Child sets out these rights in 54 articles, which include the principles of the child and adolescent rights under an economic, social, and cultural framework. The basis of the Convention is laid down in article 12 which recognises the right to each child to express his or her views freely in all matters affecting their existence. Article 12 in accordance with articles 13, 14, 15, 16, and 17 give emphasis to the freedom of expression, freedom of thought, and freedom of association. In addition, right to information and protection of privacy. All these rights in accordance with the Guidelines for the Alternative Care of Children, point out the children participation in all aspects of their lives. In Peru approximately 10,000 girls, boys and adolescents live in a residential care facility. The 2012-2021 National Action Plan for children and adolescents, covers as part of the Expected Result No. 22 the implementation of the measures that ensure the active participation of the children-girls, boys, and adolescents-in their growth and development as young adults. The present study is relevant for the Social Management because contributes to a better assessment about how well informed are the children and teenagers from a Residential Care Facility on subjects related to their rights to speak and to be heard, and to influence decisions that are taken jointly by them and adults. This is a qualitative research study which elements of analyzes are children and teenagers from 11 to 18 year old, caregivers of children or social mothers, and technical team of the SOS Children Village in the District of Pachacamac. The sample of the research has been chosen under trial and for convenience pattern. The study explores all the factors that facilitate or limit the participation of the children and youth in the operational planning and implementation of the SOS Children Village in the District of Pachacamac. The study analyzes the level of the child participation, his or her participation perception as regards the other adults who participate in the different programs. Finally the study also identifies the main changes experienced by all actors involved in the process.
