The Peruvian State opened the National Program of Rural Community Tourism in 2007, which began with 5 pilot destinations at the National level, one of them was the district of Sibayo in 2009, after which it was proposed the strengthening of organizations in others Districts of Arequipa and National level. Between 2003 and 2012, the number of tourists visited by Peru increased by more than double, from 1.4 million in 2002 to 2.9 million in 2012, given this growth and the existence of various tourist destinations at the national level, different trends were generated seeking new experiences that seek to re-evaluate cultural and environmental issues, giving a series of opportunities for tourism linked to rural areas of the country. Faced with this new type of tourism, it is necessary to understand how the place of life of the communities becomes tourist, in this case the district of Sibayo, and has become a tourist attraction, and how these opportunities to increase their income to through the offering of different services and tourism products, have been or are not carriers of economic and social development of the district. Raising the following research objective: "Identify the factors contributing to the expected results of the Community Rural Tourism Program in the Sibayo district during the years 2008-2012, analyzing the use of natural resources and tourism in the area, as well as the improvement in the quality of life of the beneficiaries to strengthen the implementation of the program”. Likewise, to identify the interaction generated between tourists and the traditional and culturally rooted local population, and how they have been changing with the articulation to the technology and the knowledge of new cultural styles, to know if the role of the young population within this activity has generated opportunities for development regarding a better positioning of women, or finally a better economic development of the district. Faced with these basic questions and research objective are the following main findings: Regarding the use of natural resources, the actors participating in the PNTRC are aware of the tourist potential of the Sibayo district. Among the weaknesses identified in the PNTRC, the most important are those oriented to training in organization, use of technology, promotion of tourism initiative, and the promoters consider that the proposals of the program were designed against another reality. Considering the percentage change in income from services and activities of the TRC during the year 2012 compared to the year 2008, we can say that the program has helped to improve the income in families, the average income of beneficiaries increased between S / 300 to S / .500 soles. With respect to the percentage of income earmarked for health, education and infrastructure, the additional income has been earmarked mainly for improving the education of their children, improving food and improving local infrastructure. Regarding behavior change, if there have been changes in positive behaviors with respect to the population, these being related to education, health, confidence building and good environmental practices, Regarding the role of women, there was a radical shift in the participation of women in the economic and social activities of the district. The role of women in tourism was considered positive because they had been trained and now lead partnerships of tourism being more sociable, finally working in their homes and with their families has generated the opportunity to provide more quality time in each of their families. Finally, a proposal for improvement is developed, which is generated from one of the identified weaknesses of the PNTRC for the "Capacity Building in Digital Literacy" in Sibayo district, proposing strategies for its implementation and articulation to the PNTRC.
