Abstract: La presente investigación tuvo como objetivo identificar la problemática del Sistema de Vigilancia de Fronteras del Comando Conjunto de las Fuerzas Armadas, y establecer la mejor alternativa de solución para su implementación.
Como parte metodológica, propia de un enfoque cualitativo, se aplicó como diseño el método de solución de problemas, el cual permitió determinar y evaluar las diferentes alternativas de solución ante la problemática en la implementación del Sistema de Vigilancia de Fronteras, para finalmente seleccionar la mejor alternativa.
Este trabajo demostró que la alternativa de solución más conveniente consiste en el siguiente grupo de acciones: formular una Ley que respalde la creación del Sistema de Vigilancia de Fronteras, bajo el cargo del Comando Conjunto de las Fuerzas Armadas, en donde ciertos Puestos de Vigilancia estarán a cargo de la Policía Nacional del Perú y otros puestos a cargo de las Fuerzas Armadas, integradas con algunos efectivos policiales, asimismo, el control del espacio marítimo y aéreo estarán a cargo del COMA y del CODA respectivamente, y se habilitarán funciones de vigilancia y control territorial a las brigadas, batallones, estaciones navales, destacamentos, bases y unidades de las Fuerzas Armadas que se encuentren en zonas fronterizas. Esta alternativa de solución, permitirá establecer un sistema coherente, funcional y debidamente normado, con funciones y competencias claras, el cual permita mejorar el accionar de los actores involucrados en la seguridad y defensa nacional en las fronteras. También, se propuso una solución alternativa en caso que no se pueda implementar la anterior por falta de disponibilidad de personal policial, que a diferencia de la anterior, considera una franja de frontera en donde las Fuerzas Armadas tendrán facultades policiales para poder reprimir actividades ilícitas.
The objective of this research was to identify the problem of the Border Surveillance System of the Joint Command of the Armed Forces, and to establish the best alternative solution for its implementation. As a methodological part, typical of a qualitative approach, the problem-solving method was applied as a design, which allowed determining and evaluating the different solution alternatives to the problem in the implementation of the Border Surveillance System, to finally select the best one. alternative. This work showed that the most convenient alternative solution consists of the following group of actions: formulate a Law that supports the creation of the Border Surveillance System, under the charge of the Joint Command of the Armed Forces, where certain Surveillance Posts will be in charge of the National Police of Peru and other positions in charge of the Armed Forces, integrated with some police officers, likewise, the control of the maritime and air space will be in charge of the COMA and the CODA respectively, and surveillance and territorial control to the brigades, battalions, naval stations, detachments, bases and units of the Armed Forces that are in border areas. This alternative solution will allow the establishment of a coherent, functional and duly regulated system, with clear functions and competencies, which will improve the actions of the actors involved in national security and defense at borders. Also, an alternative solution was proposed in case the previous one cannot be implemented due to the lack of availability of police personnel, which, unlike the previous one, considers a border strip where the Armed Forces will have police powers to be able to repress illegal activities.
