This research work with a qualitative approach is aimed at making a proposal for the design and formulation of the Amazonian National Fluvial Policy, for the period 2021 - 2030, regarding the river transport component of the axis of contribution to development. This national policy proposal has the purpose of presenting alternative solutions to the public problem identified and stated in this research, as a low level of use of the waterways of the Peruvian Amazon, with the active participation of all public and private organizations that interact in the river transport activity in this region. For the development of the research work, interviews were carried out with specialists in the river transport activity that takes place in the Amazon region, as well as foreign experts, and multiple normative documents and relevant statistical information were analyzed. The proposal for a national Amazon River policy was prepared following the methodology established by the national policy guide of CEPLAN, a specialized technical body that exercises effective leadership of the National System of Strategic Planning of Peru. Finally, the proposal for a national Amazonian fluvial policy was enriched with the opinion of experts, who affirmed that, if implemented later, it will reduce the limited regional development and improve the social condition of the Amazonian inhabitants integrated into the country.
