Incidencias del canon petrolero en la ejecución de los proyectos de investigación, del Instituto de Investigaciones de la Amazonía Peruana (IIAP) periodo 2006 al 2010

Abstract

El estudio tuvo por finalidad establecer la incidencia del canon petrolero en la ejecución de los proyectos de investigación durante los años 2006 al 2010. Tuvo como objetivos específicos: determinar el comportamiento de los ingresos obtenidos por toda fuente de financiamiento; cuál es el porcentaje del canon petrolero que se ha invertido en el desarrollo de los proyectos de Investigación; determinar el nivel de inversión en investigación, ciencia y tecnología en las sedes regionales del IIAP, y cuáles son los proyectos de investigación ejecutados, que tienen mayor utilidad en la Región Loreto. La investigación fue descriptiva, porque se revisó la información y documentación generada por la entidad. Con el procesamiento y análisis de datos se obtuvieron los promedios, rangos y porcentajes de la investigación. Se determinó que, el IIAP obtuvo ingresos de modo permanente por toda fuente de financiamiento de S/93´650,963.00 que fueron ascendentes del 2006 al 2008, y descendentes del 2009 al 2010. La inversión en investigación, ciencia y tecnología con canon y sobrecanon petrolero, fue de 38.83% (S/19´325,934.00) de S/49´768,885.00 y se desarrollaron 168 proyectos de investigación. El nivel de inversión en investigación, ciencia y tecnología en las sedes regionales con canon y sobrecanon fue bajo, porque la sede central registró el 56.99% (S/11´014,388.00), Ucayali 15.63%, y Tingo María 3.96%. Los proyectos más utilizados en la región Loreto son 22.

The purpose of the study was to establish the incidence of the oil canon in the execution of research projects during the years 2006 to 2010. Its specific objectives were: to determine the behavior of the income obtained by all sources of financing: what is the percentage of the canon oil that has been invested in the development of Research projects; determine the level of investment in research, science and technology in the IIAP regional branch office, and which are the research projects carried out, which are most useful in the Loreto Region. The research was descriptive, because the information and documentation generated by the entity were reviewed. With the data processing and analysis, the averages, ranges and percentages of the investigation were obtained. It was determined that the IIAP obtained permanent income from all sources of financing of S/ 93'650,963.00, ascending from 2006 to 2008, and descending from 2009 to 2010. Investment in research, in science and technology from the source of the oil canon and sobrecanon, was of 38.83% (S/19´325,934.00) of S/49´768,885.00 and 168 research projects were developed. The level of investment in research, science and technology in the regional branch office with canon and sobrecanon was low, because the central headquarters registered 56.99% (S/11'014,388.00), Ucayali 15.63%, and Tingo Maria 3.96%. The most used projects in the Loreto region are 22.
