Propuesta de reforma constitucional que implementa un programa de capacitación como requisito para definir el perfil político en aspirantes a congresistas en el Perú

Abstract

La presente investigación, se enmarca en un tema de gran relevancia, para nuestra sociedad, ya que se trata respecto a la propuesta de reforma constitucional para implementar un programa de capacitación para definir el perfil político en aspirantes a congresistas. Dicha propuesta es importante a razón de que es necesario llevar al Congreso personas con la debida preparación a efectos de que produzcan buenas leyes, y también cumplan a cabalidad los deberes y obligaciones que la Constitución y las Leyes le ordenan. El objetivo de la presente investigación es la de proponer dicha reforma constitucional para que sea un requisito previo a la postulación para ser congresista y tener un perfil político de quien nos representará. Conforme al objetivo planteado, se derivará la propuesta de solución o hipótesis, la cual será contrastada, conforme a las técnicas e instrumentos, es decir se obtendrá los resultados, producto del análisis y discusión, y con ello presentar las conclusiones que de ella se derivan, así como las recomendaciones o propuesta a realizar, para que esa parte de la realidad donde se ha ubicado el problema sea modificado o mejorado en sus aspectos determinantes.

The present investigation is framed in a topic of great relevance, for our society, since it deals with the proposal of constitutional reform to implement a training program to define the political profile in aspiring congressmen. This proposal is important because it is necessary to bring to the Congress people with the proper preparation so that they produce good laws, and also fully comply with the duties and obligations that the Constitution and the Laws order. The objective of this research is to propose such constitutional reform to be a prerequisite for the nomination to be a congressman and have a political profile of who will represent us. In accordance with the stated objective, the proposed solution or hypothesis Will be derived, which will be contrasted, according to the techniques and instruments, that is, the results will be obtained, the product of the analysis and discussion, and thus present the conclusions that are derived from it., as well as the recommendations or proposal to be made, so that that part of the reality where the problem has been located is modified or improved in its determining aspects.
