Análisis de la Gestión de Materiales y Equipamiento a cargo de la Unidad Funcional de Operaciones Técnicas Ambientales del Organismo de Evaluación y Fiscalización Ambiental para el año 2023

Abstract

La gestión de materiales y equipamiento a cargo de la Unidad Funcional de Operaciones Técnicas, es una actividad clave para el cumplimiento oportuno de los servicios que brinda a la ciudadanía el Organismo de Evaluación y Fiscalización Ambiental.

Por tal motivo, el presente trabajo de investigación tiene enfoque exploratorio y como objetivo analizar la gestión de materiales y equipamiento, así como evaluar la dependencia jerárquica y funcional de la Unidad Funcional de Operaciones Técnicas e identificar oportunidades de mejora.

Se realizaron 16 entrevistas y 26 encuestas al personal de la Unidad Funcional de Operaciones Técnicas y colaboradores relacionados a la gestión de materiales y equipamiento, asimismo se revisó información secundaria. La gestión de materiales fue buena y se atendieron en su mayoría en el plazo establecido; sin embargo, se requiere mejorar la planificación de la compra de los requerimientos. En el caso de la gestión de equipamiento fue buena; sin embargo, es necesario incrementar la cantidad de equipos, reponerlos oportunamente y sean calibrados oportunamente. Respecto a la dependencia jerárquica y funcional, la mayoría de entrevistados y encuestados consideran que, la Unidad Funcional de Operaciones Técnicas debería depender de Gerencia General y no de la Dirección de Evaluación Ambiental, ya que al pertenecer a la Dirección de Evaluación Ambiental sus actividades son subordinadas, así como limitaciones por no contar con un presupuesto propio. En base a los resultados obtenidos, se sugiere que se reestructure la dependencia jerárquica y funcional de la OTEC convirtiéndola en un órgano de apoyo dependiente de Gerencia General.

The management of materials and equipment, in charge of the Technical Operations Functional Unit, is a key activity for the timely fulfillment of the services provided to citizens by the Agency of Environmental Assessment and Supervision. For this reason, this research has an exploratory approach and the objective is to analyze the management of materials and equipment, as well as evaluate the hierarchical and functional dependency of the Technical Operations Functional Unit in order to identify opportunities for improvement. 16 interviews and 26 surveys were carried out with the staff of the Technical Operations Functional Unit and collaborators related to the management of materials and equipment, and secondary information was reviewed. Materials management was good and most of them were attended to within the established deadline. However, it is necessary to improve the planning of the purchase of requirements. In the case of equipment management, it was good. However, it is necessary to increase the amount of equipment, replace it in a timely manner and calibrate it in a timely manner. Regarding the hierarchical and functional dependency, the majority of interviewees and respondents consider that the Functional Unit of Technical Operations should depend on General Management and not on the Environmental Assessment Directorate, since by belonging to the Environmental Assessment Directorate its activities are subordinates, as well as limitations due to not having its own budget. Based on the results obtained, it is suggested that the hierarchical and functional dependency of the OTEC be restructured, converting it into a support body dependent on General Management.
