The present thesis is structured into seven chapters that comprehensively address the research and development of a virtual assistant based on OSINT techniques for the National Police of Peru. The first chapter offers an in-depth analysis of the organization targeted by the project, identifying its problems, their causes, and proposing a solution along with success indicators. It also discusses the project's feasibility and presents a preliminary solution proposal. The second chapter introduces the theoretical framework, covering both business-related aspects and processes as well as information technologies. It includes a detailed analysis of the machine learning algorithm to be used in the project, concluding with an assessment of its suitability to solve the identified challenges. The third chapter focuses on the analysis and design of the technological solution. It begins with an evaluation of business rules, use cases, and the analysis model, which serve as the foundation for implementation. Additionally, it outlines the system requirements, including functional specifications and a conceptual model. The software architecture is described, ranging from the core technical infrastructure to design patterns and constraints. Finally, the data model is presented, and the development process of the software’s main components is documented, focusing on key features such as digital scanning, user management, and report generation. The fourth chapter concentrates on the results obtained during the software project’s development, focusing on the quality of the final product and the achievement of the proposed objectives. It begins by detailing the implemented testing plan, followed by the results of these tests, which assess the software’s quality. A subsequent analysis of the collected metrics evaluates the system’s performance and efficiency. Additionally, the compliance with the success indicators is reviewed. The chapter concludes by presenting the lessons learned and reflecting on the degree of success achieved throughout the process. The fifth chapter addresses the comprehensive management of the project, following the best practices established in the PMBOK 6th edition. It begins with detailed project planning, covering key aspects such as scope management, schedule, costs, quality, risks, communications, and stakeholder management. Each plan is developed to ensure rigorous control and effective project execution. Additionally, a section is dedicated to the execution and monitoring of progress indicators, enabling real-time evaluation of goal achievement. The chapter concludes with a summary of the lessons learned and the results obtained through project management. The sixth chapter evaluates the fulfillment of the Student Outcomes, which represent the expected results in terms of skills and competencies acquired throughout the project. It analyzes how the work aligns with the educational objectives set by the academic program, demonstrating the application of theoretical knowledge in practice and the effective resolution of real-world problems. Furthermore, it highlights the integration of technical and managerial skills, the ability to work in teams, informed decision-making, and the development of innovative solutions. The chapter concludes with a reflection on the professional and academic growth achieved during the project. The seventh chapter presents the conclusions derived from the development and implementation of the project, highlighting the achievements, lessons learned, and the impact on the target organization. It reflects on the fulfillment of the objectives, the effectiveness of the implemented solutions, and the challenges overcome throughout the process. The chapter also offers recommendations aimed at improving future implementations, optimizing the developed system, and addressing potential areas for improvement. These suggestions are intended to guide future phases of the project or similar initiatives, contributing to the organization’s continuous growth.
