The objective of this research is to determine the factors associated with the level of compliance with the incentive program for the improvement of Municipal Management in the Cusco Region in the period from 2010 to 2015. For this purpose, a research with a descriptive scope has been developed. correlational, with no experimental design. The entire population was considered as the sample, since all the information is available, so it is available in the electronic pages of the Ministry of Economy and Finance and in the National Institute of Informatics and Statistics. The technique that was used was the virtual documentary collection and the instrument were the Excel spreadsheets. To test the hypothesis, Pearson's r and Chi-square were used. The conclusions arrived at have been: The characteristics of the factors presented by the Municipalities of the Cusco Region in the period from 2010 to 2015, are the equipment and technologies of information and communication, human resources and municipal finance, municipal planning, licenses granted by municipalities, access to land for housing, municipal services, social services, citizen security, disaster risk management, promotion of local economic development, protection and conservation of the environment and, lastly, communication and public lighting infrastructure. These factors are significantly related, it is considered that of the 58 items of these factors, 41 items are associated with the level of compliance with the Municipal Management Improvement Plan. The level of compliance of the program of incentives for the improvement of Municipal Management by the Municipalities of the Cusco Region in the period 2010 to 2015, is good with 38.18%, but it is worth mentioning that the results are homogeneous with the categories of bad and regular, so it is concluded that despite the positive result of meeting the goals, it is not the expected result for improvement of the Municipal Management of the Cusco Region. The factors associated with the level of compliance of the incentive program to improve Municipal Management in the Cusco Region in the period 2010 to 2015, are significantly related to both variables, resulting in 0.001; this means that p <0.05, statistically, is significant for the Chi square.
