In Peru, the great number of accidents of present in urban and rural roads result to be the reflection of: the informality, factors that attribute to road events (infrastructure –vehicle – driver), the lack road safety conditions, in other aspects; being a constant and latent problem in the roads nationwide generating vulnerability to the users. Therefore, the present investigation evaluates the incidence of accidents produced in the national road PE - 28 F of 44.990 km conserving two bidirectional lanes in all his path, the purpose is to identify the adverse segments to the road without safety and give the pertinent treatment. Homogenous segments were analize variables like geometric design, intensity of traffic and traffic control systems of the place of study. In other words, the study evaluates the existing problem in order to analyze, determine and verify the incidence of accidents due to the deficiencies of the road. The investigation comprises of the methodology Highway Safety Manual - HSM 2010 contrasting the relation between the characteristics of road infrastructure and road safety, being the relative influence of each element of the infrastructure that affects to the same. During the process, the chapter 10 of the HSM 2010 corresponding to rural roads of two lanes, estimates the prediction of accidents encompassing historical data of traffic accidents, furthermore relate with the geometric components, intensity of traffic and traffic control systems. Calibration of factors were estimated according to the corresponding jurisdiction segments: Cachimayo segments with the factor of 1.06, Chinchero segments with the factor of 1.38 and Maras segments with the factor of 0.73. Finally, the alternative as a short and medium term solution measure in the segments established for the mitigation of accidents produced in the present highway with the purpose of increasing road safety were proposed, obtaining the 40.33% reduction in road events.
