On December 29, 2014 by resolution of the Board of Supervisory Agency for Investment in Energy and Mining OSINERGMIN No. 269-2014-OS / CD Administrative Procedures Directive Claims Users of Public Services Electricity approved and Natural Gas. The new Directive substantially modified the old claims procedure in terms of time, evidence and technical formats work. After the entry into force of the new directive, greater guarantees are provided to the user, primarily in terms of the costs of testing of equipment electric energy measurement. Settling down two tests for the user on the assumption that in the month claimed exceeds 40% of the average of the previous twelve readings per month claimed, the concessionaire is obliged to perform the following tests: Contrasting Team Measurement and testing isolation of the internal facilities at cost. Similarly we can show that after the entry into force of the directive a significant increase in claims processed in the Electro Sur S.A.A, in that sense this research aims to analyze the influence of the flexibility of the new directive claims with increasing cases processed in the company in 2015 and also assess if this directive meets the principles of general administrative procedure.
