At the national level, there is no norm, regulation or other legal technical document that proposes a methodology with normative criteria and standards to be followed to improve the safety of level crossings with railway lines. Given this need, the question arises: What should be the methodology to assess the level of road safety at level crossings with railway lines and reduce hazard rates? In this sense, this research has as a general objective; propose the application of concepts and technical processes through a comprehensive methodology to reduce hazard rates and improve road safety at level crossings with railway lines. With this investigation, it is concluded under the general hypothesis that, with the application of road safety policies and techniques applied through a sequential methodology, it will be possible to improve road safety at level crossings with railway lines, reflecting in the reduction of the referent danger index. to traffic accidents. This research focuses on the analysis of road safety of level crossings with railway lines, proposing the measurement of a hazard index (IDP) quantifying factors, which are considered in a single calculation formula. In turn, this thesis establishes the minimum safety requirements that a railway level crossing must meet, likewise it proposes a methodology to evaluate road safety at level crossings with railway lines that improves their safety and operation, establishing In a sustained manner, a protection standard based on an IDP (danger index) taking into consideration that at a level crossing two very different types of traffic come together: rail traffic, heavier and with less braking capacity, and vehicular traffic, more Vulnerable, but with better maneuverability. Therefore, this thesis seeks to provide vehicular traffic with all the necessary elements to prevent any risk of collision. In this sense, with this investigation the fundamental purpose is achieved; provide a tool and above all a "Methodology to assess road safety at level crossings with railway lines, to reduce hazard rates" Likewise, through our analysis it is concluded that road safety is influenced by the correlation between the hazard factors and the geometric design conditions that determine the hazard index. This proposed methodology is applicable to any railway level crossing and with all types of vehicle traffic routes, as long as they are presented at the same level.
