Incumplimiento de medidas preventivas de bioseguridad y afectación al derecho fundamental de la salud durante la pandemia del Covid-19 en la VII macro región policial Cusco, 2021

Abstract

La presente investigación titulada “Medidas preventivas de bioseguridad y operatividad adoptadas para fortalecer los sistemas de vigilancia, contención y respuesta a fin de proteger el derecho fundamental de la salud frente al riesgo de contagio del COVID-19 en la VII-MACRO REGPOL-CUS-APU-REGPOL-CUSCO-DIVISIÓN POLICIAL CUSCO, año 2021”, tuvo como objetivo analizar si son eficaces las medidas preventivas de bioseguridad y operatividad adoptadas para fortalecer los sistemas de vigilancia, contención y respuesta a fin de proteger el Derecho Fundamental de la Salud frente al riesgo de contagio del COVID-19 en la VII Macro Región Policial Cusco en el año 2021. Para ello se empleó un estudio de enfoque cualitativo y de nivel jurídico explicativo. La unidad de estudio estuvo conformada por 60 efectivos policiales de la VII Macro Región Policial Cusco y seis efectivos policiales especialistas en bioseguridad. Las técnicas que se utilizaron fueron la encuesta y entrevista; los instrumentos utilizados fueron la guía de entrevistas y el cuestionario de preguntas. La investigación concluye que son ineficaces las medidas preventivas de bioseguridad para fortalecer los sistemas de vigilancia, contención y respuesta, a fin de proteger el Derecho Fundamental de la Salud frente al riesgo de contagio del COVID 19 en la VII-MACRO RE REGPOL-CUS-APU-REGPOL-CUSCO-DIVISIÓN POLICIAL CUSCO, durante el año 2021.

The present investigation entitled "Preventive measures of biosecurity and operability adopted to strengthen the surveillance, containment and response systems in order to protect the fundamental right to health against the risk of contagion of COVID- 19 in the VII-MACRO REGPOL-CUS- APU-REGPOL-CUSCO-CUSCO POLICE DIVISION, year 2021”, had to analyze whether the preventive biosafety and operability measures adopted to strengthen the surveillance, containment and response systems are effective in order to protect the Fundamental Right to Health against the risk of contagion of COVID-19 in the VII Macro Police Region Cusco in the year 2021. For this, a study with a qualitative approach and an explanatory legal level was used. The study unit was made up of 60 police officers from the VII Cusco Police Macro Region and six police officers specializing in biosafety. The techniques that were used were the survey and interview; the instruments used were the interview guide and the questionnaire of questions. The investigation concludes that preventive biosecurity measures are ineffective to strengthen surveillance, containment and response systems, in order to protect the Fundamental Right to Health against the risk of contagion of COVID 19 in the VII- MACRO RE REGPOL-CUS- APU-REGPOL-CUSCO-CUSCO POLICE DIVISION, during the year 2021.
