The present research work entitled: "INTERNAL CONTROL MECHANISMS AND PERFORMANCE OF ADMINISTRATIVE SUPPORT PERSONNEL IN TIMES OF COVID IN THE DISTRICT MUNICIPALITY OF SAYLLA - PERIOD 2020" has as a general problem: What Internal Control Measures have been implemented to verify the level of performance of the administrative support staff in times of COVID-19 in the District Municipality of Saylla - Period 2020? And as a General Objective: Describe the Internal Control measures that have been implemented to verify the level of performance of administrative support personnel in times of COVID-19 in the District Municipality of Saylla - Period 2020. Scientific research work that was developed on a real and factual aspect that has to do with the situation of the COVID 19 pandemic and as a consequence of it the imposition of the health emergency by the National Government at all levels and entities of the national territory, noting that this measure has directly compromised workplaces, whether public or private. It is the first case, the public sector where our research is located and properly in the District Municipality of Saylla, where we have observed, verified, analyzed and evaluated different situations regarding the remote work that the administrative support staff has been carrying out during the 2020 period and what personnel control measures were applied to measure their attendance, permanence and performance. The present investigation is basic, not experimental, with a quantitative approach of descriptive scope, the population and the sample are made up of 30 Public Servants (hired and appointed) of the Administrative part of the District Municipality of Saylla. (Chapters I and III) The problem under investigation considers the theory on the administration of human resources within the public administration, includes the entire set of legal regulations and directives that have been issued in this field and constitute the regulatory framework, to which we must add all the regulations that they have to do with government control, which has to do with the precautionary actions and processes that must be considered in the acts of evaluation of the means and resources of public entities. (Chapter II) The results that we have arrived at in this investigation are supported by the instruments that we have applied for the collection of information, which were the following: surveys, documentary analysis, the same ones that have a series of data that have been processed, analyzed and interpreted. (Chapter IV) It was concluded that the District Municipality of Saylla, due to the effects of the health emergency, was forced to paralyze most of its management activities, progressively carrying out virtual and then blended work, where a virtual platform was structured to support Public Servants (appointed and contracted) which has caused a slow learning process in the virtual platform, all these labor measures caused that the work performance did not have a good functional performance. The investigation will allow visualizing and determining the state of effectiveness of the Personnel Area, with respect to the current internal control measures of the personnel that it has implemented, and if they are effective, to evaluate and control remote work.
