Proceso para la contratación de bienes por montos menores o iguales a 8 UIT en la Municipalidad Distrital de San Jerónimo Cusco-2019

Abstract

El presente trabajo de investigación tiene como objetivo describir el Proceso para la Contratación de bienes, Distrito de San Jerónimo-Cusco 2019. Metodológicamente se ha efectuado una investigación de tipo básica, el nivel de investigación es descriptiva con diseño no experimental, y la población de estudio está constituida por los 42 trabajadores de la Municipalidad Distrital de San Jerónimo 2019, la técnica de recolección de datos ha sido la encuesta con su instrumento el cuestionario, datos que han sido procesados con ayuda del programa SPSS y Excel las cuales se presentan mediante tablas y figuras. Utilizando las siguientes referencias como: Constitución Política del Perú, Ley de Contratación del Estado, Directiva Interna N° 001-2017-UA/MDSJ Procedimientos para la Contratación de Bienes y/o Servicios cuyo Monto no Supera las 8 UIT de la Municipalidad Distrital de San Jerónimo, y Directiva N° 003-2019-OSCE/SGE. se desarrolló las cinco dimensiones del Proceso para la Contratación: Formulación de requerimiento, Indagación de mercado, Disponibilidad Presupuestal, Perfeccionamiento contractual, y Ejecución contractual, lo que permitió un mejor estudio del Proceso para la Contratación de bienes; en cuanto a los resultados obtenidos el promedio de la variable Proceso para la Contratación en la Municipalidad Distrital de San Jerónimo. es de 3.55, el cual de acuerdo a la baremación se ubica en un nivel significativo. del cual podemos decir que en la Municipalidad Distrital de San Jerónimo los trabajadores de la unidad de abastecimiento encargada de las adquisiciones se preocupan por el acatamiento de las maneras para elegir al proveedor adecuado; sin embargo, es cierto que por la rotación constante de personal varios requerimientos queden sin atención, ocasionando retrasos y discontinuidad por logística y al área usuaria en relación a que el personal asignado va a demorar en comprender el sistema de logística.

Methodologically a basic research has been carried out, the research level is descriptive with a non-experimental design, and the population of The study is made up of the 42 workers of the San Jerónimo District Municipality 2019, the data collection technique has been the survey with its instrument the questionnaire, data that have been processed with the help of the SPSS and Excel program which are presented through tables and figures. Using the following references such as: Political Constitution of Peru, State Contracting Law, Internal Directive No. 001-2017-UA / MDSJ Procedures for the Contracting of Goods and / or Services whose Amount does not exceed 8 UIT of the District Municipality of San Jerónimo, and Directive No. 003-2019-OSCE / SGE. The five dimensions of the Procurement Process were developed: Requirement Formulation, Market Inquiry, Budget Availability, Contract Improvement, and Contract Execution, which allowed a better study of the Process for Procurement of goods; Regarding the results obtained, the average of the variable Process for Hiring in the District Municipality of San Jerónimo. It is 3.55, which according to the scale is located at a significant level. Of which we can say that in the District Municipality of San Jerónimo the workers of the supply unit in charge of acquisitions are concerned about the observance of the ways to choose the right supplier; However, it is true that due to the constant rotation of personnel, various requirements are left unattended, causing delays and discontinuity due to logistics and the user area in relation to the fact that the assigned personnel will take time to understand the logistics system.
