This research focused on the analysis of vehicle flows rates, geometric characteristics, capacity, congestion of approaches to the “Ovalo Pachacutec“ of the city of Cusco to determine the levels of service presented by these roads. For the analysis of vehicle flows rates, vehicle seats were made of all approaches to the “Ovalo Pachacutec“ in the highest demand schedule previously determined, so also, the geometric conditions were determined by a topographic survey, an inventory of the transit signals in the approaches was made, finally the operability of existing traffic lights in the research area. Based on the data obtained, capacity was calculated using the TRL methodology (Transport Research Laboratory), the determination of service levels by simulation of “VISSIM 11” and finally the volume-capacity ratio to analyse the existing congestion of the approaches. The results obtained were used to simulate different scenarios for the optimization of service levels, which contemplate a change in the direction of the approaches, improvements in the geometry and optimization of the semaphoric cycles of the “Ovalo Pachacutec “ and overpasses. In conclusion, currently the demand of vehicles exceeds the capacity of the approximations to the “Ovalo Pachacutec“, for which it is recommended the implementation of strategies for the improvement of the service levels of said oval, strategies that could be implemented at present (change of meaning of the approximations, geometric redesign) and in the future (overpasses).
