The importance of knowing the allocation of public spending in different activities and projects for different areas is fundamental, since we can evaluate and manage public goods, knowing the proper distribution of these will allow us to analyze and determine their correct management and its implications in the welfare of the Cusqueña population. This research seeks to know the relationship between the public expenditure allocated and the well-being of the population of the province of Cusco between 2014 and 2018, to know if there is an optimal link between public spending and the well-being of the Cusqueña population being reflected in the Human Development Index [IDH], this study also has relevant information about the destination of said expenditure according to its main functions, as well as financing according to the main sources and the progress of financial execution of the projects. Public investment that make up public spending in the Province of Cusco in the period 2014 to 2018. This research corroborates that there is a positive relationship between the variables of study which are spending and welfare checking that they have a high degree of correlation during the time studied and taking into account the results of the econometric model, it can be To affirm that there is a positive impact between these two study variables, which were public expenditure and the IDH having a high degree of correlativity, as detailed in the econometric model, with respect to the first specific objective, this study has made it possible to know the way in which that public spending was executed with respect to its main functions in the province of Cusco in the period 2014 to 2018, taking into account that during the five years of study, the functions to which the largest public budget was allocated were planning and reserve management. contingency, followed by the transport function as well as housing and urban development, leaving the other functions with very little participation with respect to the total budget. Regarding the second objective referred to know the sources of financing of public spending in the Province of Cusco in the period 2014 - 2018. The province of Cusco during the 5 years of study was funded mainly by Determined Resources specifically through the Canon and Canon as shown in figure 8, with a 67% share compared to the other sources of financing. In relation to the study of the structure of the HDI, the main indicators were determined, which led to obtaining results of this index for each year of study, which, as Table 9 shows, these results reflect an increasing trend during this period. Regarding the analysis of progress of financial execution of public investment projects within five years of study table 11 details the PIA, PIM, the amounts accrued, as well as the progress of the public budget allocated for each of the five years of study, taking into account that this progress destined to projects and activities for each expenditure function represents an average advance of less than 80%.
