The problematic situation has its origin in the identification of the operational conditions of the urban transport service in the city of Cusco, in the search to describe which are the conditions of the environment that allow its existence and development in a sui-generis situation despite of the multiple questions and proposals implemented in the search to achieve its formalization and improve quality conditions; In this context, the objective was to describe the general and specific business environment that allowed identifying the conditions that make it sustainable over time, simultaneously describing the business reality versus the profitability sought by its participants, taking for this purpose a case study having as a unit of analysis to the Ttio la Florida Urban Transportation Cooperative, in the 2018 period; This is a basic type research, with a descriptive scope of quantitative approach and non-experimental design carried out on the population of members -owners affiliated to the Ttio la Florida transport cooperative in number of twenty-seven; It is concluded that the general and specific environment have created conditions for the system to develop at alarming levels of informality based on the affiliation of units and the exploitation of the concessioned service, in which the competent authorities have renounced their inspection and control tasks ; The service exists because the conditions of profitability arising from non-compliance with labor and tax obligations exist, the values of which are not part of the contribution to the state are reabsorbed in part by the service operators and in a significant amount when they stop paying they are diluted in the ignorance of the rights of the workers, the latter being the harmed sector, being the final price of the informality of the service.
