Eficiencia de la inversión en tecnologías de información y comunicación en relación al rendimiento académico de los estudiantes de Instituciones Educativas Públicas en la provincia del Cusco, 2007 – 2017.

Abstract

La presente investigación titulada “Eficiencia de la inversión en Tecnologías de Información y Comunicación en relación al rendimiento académico de los estudiantes de Instituciones Educativas Publicas en la Provincia del Cusco, 2007 – 2017”, se realizó con la finalidad de poder determinar si la inversión realizada en sistemas de TIC ha sido eficiente o no a lo largo de los 10 últimos años, todo esto considerando que la eficiencia se medirá a través del rendimiento académico, ya que si tenemos en cuenta que el sistema educativo posee una función de producción, la cual tiene como producto final la culminación del proceso educativo de los estudiantes. El objetivo de la investigación es “Identificar cual ha sido el grado de eficiencia obtenido en el rendimiento académico de los estudiantes, con respecto a la inversión en Tecnologías Información y Comunicación en la provincia del Cusco, entre 2007 – 2017”, objetivo que fue alcanzado aplicando un sistema de investigación cuantitativo a nivel descriptivo (debido a que se realizó un diagnostico en base al análisis de datos, que en gran parte fueron obtenidos en bases estadísticas de las diferentes instituciones públicas como el MEF, INEI, MINEDU, entre otras). La investigación se conforma de 5 capítulos, los cuales analizaron los factores que influyen en el rendimiento académico, para así poder determinar posteriormente el grado eficiencia que se obtiene por medio de estos, conjuntamente se presenta un diagnostico social y económico de la provincia con la finalidad de contextualizar la investigación, de manera posterior se obtuvo el análisis e interpretación de los resultados para poder plantear las conclusiones y recomendaciones respectivas. Cabe mencionar que dicho análisis de eficiencia se desarrolló por medio de la creación de una base de datos que fue analizada por medio de un modelo DEA (Development Environment Analysis) a través de un procesador de datos (Excel y STATA). Se encontró como conclusión general que de los años de estudio realizados fueron 09 años en los que se alcanzo el grado de eficiencia optimo, y que el resto de años el nivel de eficiencia alcanzado se encuentra entre 0.93 a 0.94, lo cual se considera como un valor positivo pero no el deseado, de la misma manera se observa que las variables poseen un grado de correlación positivo con las variables determinadas, lo cual asegura el nivel de confiabilidad de la investigación. Finalmente se plantea como conclusión general que se debe de considerar que cualquier reforma educativa que se aplique en el contexto peruano tiene que estar relacionada con el tema de mejora en la implementación de infraestructura, equipos, sistemas, mobiliario; el cual debe de considerar de manera paralela las capacitaciones necesarias para el adecuado uso de estos nuevos sistemas tecnológicos y así poder obtener el mayor beneficio posible.

The present investigation entitled “Efficiency of the investment in Information and Communication Technologies in relation to the academic performance of the students of Public Educational Institutions in the Province of Cusco, 2007 - 2017“, was carried out with the purpose of being able to determine if the investment made in ICT systems has been efficient or not over the past 10 years, all this considering that efficiency will be measured through academic performance, since if we take into account that the education system has a production function, which it has as final product the culmination of the educational process of the students. The objective of the research is “Identify what has been the degree of efficiency obtained in the academic performance of students, with respect to investment in Information and Communication Technologies in the province of Cusco, between 2007 - 2017“, objective that was reached applying a quantitative research system at a descriptive level (due to the fact that a diagnosis was made based on the analysis of data, which were largely obtained in statistical bases of the different public institutions such as the MEF, INEI, MINEDU, among others). The research consists of 5 chapters, which analyzed the factors that influence academic performance, in order to subsequently determine the degree of efficiency obtained through these, together a social and economic diagnosis of the province with the purpose To contextualize the research, the analysis and interpretation of the results was obtained in order to present the respective conclusions and recommendations. It is worth mentioning that this efficiency analysis was developed through the creation of a database that was analyzed by means of a DEA model (Development Environment Analysis) through a data processor (Excel and STATA). It was found as a general conclusion that of the years of study conducted were 09 years in which the degree of optimal efficiency was reached, and that the rest of the years the level of efficiency reached is between 0.93 to 0.94, which is considered as a positive value but not the desired, in the same way it is observed that the variables have a degree of positive correlation with the determined variables, which ensures the level of reliability of the research. Finally, it is considered as a general conclusion that it should be considered that any educational reform that is applied in the Peruvian context must be related to the issue of improvement in the implementation of infrastructure, equipment, systems, furniture; which must consider in parallel the necessary training for the proper use of these new technological systems and thus be able to obtain the greatest possible benefit.
