Abstract: El presente trabajo de investigación tiene el objetivo de dar a conocer la realidad
que viven los fiscalizadores de local de votación del Jurado Nacional de
Elecciones, que son contratados y prestan servicios solo en época de elecciones o
cualquier otra consulta popular, realidad que describe la desprotección que existe
por parte del Estado a estos servidores, en especial respecto el acceso a la salud.
Los fiscalizadores de local de votación son contratados por contrato de locación
de servicios, cuando van a cumplir sus funciones y actividades a distintas
localidades del estado peruano, actividades que implican considerables riesgos lo
cual marca una notable desigualdad respecto al acceso a un seguro de salud, con
otros trabajadores del Estado u otros servidores que si tienen acceso a una
prestación de salud otorgada por el Estado. La presente investigación se divide en
cinco capítulos, el primer capítulo está referido al planteamiento del problema,
donde se explica la problemática actual con los fiscalizadores de local de votación
del Jurado Nacional de Elecciones. El segundo capítulo se abarca los antecedes y
el marco teórico a partir del cual se desarrolla la presente investigación así también
la hipótesis de trabajo. En el tercer capítulo se expone la metodología de estudio
aplicado, en el cuarto capítulo se abarca el desarrollo temático y por último en el
quinto capítulo se analizarán los resultados y se analizan los hallazgos de la
información recopilada a través del estudio.
This research essay aims to reveal the reality of the issues the JNE Polling station inspectors go through, they are hired and provide services only during elections or any other popular query, reality that describes the lack of protection that exists from the part of the Government to these servers, especially regarding access to healthcare. JNE Polling station inspectors are contracted by service location contract, when they are going to carry out their functions and activities in different localities of the Peruvian state, activities that involve considerable risks which marks a notable inequality with respect to access to health insurance, compared to other State workers who do have access to a health benefit granted by the Peruvian State. This research is divided into five chapters; The first chapter deals with the approach to the problem, where the current problems with the JNE polling place inspectors are explained. The second chapter covers the background and the theoretical framework from which this research is developed as well as the working hypothesis. The third chapter exposes the methodology of applied study. The fourth chapter deals with the thematic development. And finally on the fifth chapter the results will be analyzed and the findings of the information collected through the study are analyzed.
