Abstract: La planificación vial y urbana es ahora crucial debido al creciente número de vehículos
en circulación y al mal estado físico de las ciudades, que han convertido la congestión del
tráfico en uno de los principales problemas urbanos.
El objetivo principal de la presente tesis de investigación era examinar las
circunstancias de seguridad vial de la Av. Luis Vallejos Santoni del distrito de Santiago de la
ciudad del Cusco, para el cual se ha recopilado información de campo relacionada a los factores
que determinan la accidentalidad, como son la geometría vial, la señalización, la
semaforización, el número de vehículos y peatones que transitan por las intersecciones de la
avenida que está siendo investigada. En el caso particular de esta vía esto ya es una vía
construida y en operación por lo que se ha aplicado una revisión de las características existentes
y se ha propuesto soluciones.
Se llevó a cabo un análisis de los datos recolectados en el terreno y determinar el riesgo
potencial para los usuarios especialmente para los usuarios vulnerables que son las personas
que se transportan a pie y en bicicleta.
Para examinar el sistema vial se utilizaron dos escenarios: en su estado actual; y la
propuesta de mejoras a nivel geométrico y también a nivel de señalización/semaforización.
Logrando mejorar las condiciones actuales y dotando de una mejor infraestructura para todos
los usuarios, se entiende que una mejora de la seguridad vial, no necesariamente es una mejora
sustancial de la circulación vehicular. En el caso particular de esta investigación se ha logrado
con las propuestas optimizar la circulación vehicular verificando la coherencia entre la
configuración existente y los aforos reales de campo.
Road and urban planning is now crucial due to the increasing number of vehicles in circulation and the poor physical condition of cities, which have made traffic congestion one of the main urban problems. The main objective of this research thesis was to examine the road safety circumstances of Av. Luis Vallejos Santoni in the Santiago district of the city of Cusco, for which field information related to the factors that determine the accident rate has been collected. , such as road geometry, signage, traffic lights, the number of vehicles and pedestrians that travel through the intersections of the avenue being investigated. In the particular case of this road, this is already a road built and in operation, so a review of the existing characteristics has been applied and solutions have been proposed. An analysis of the data collected in the field was carried out to determine the potential risk for users, especially for vulnerable users who are people who travel on foot and by bicycle. Two scenarios were used to examine the road system: in its current state; and the proposal for improvements at a geometric level and also at the signaling/traffic lighting level. By managing to improve current conditions and providing better infrastructure for all users, it is understood that an improvement in road safety is not necessarily a substantial improvement in vehicular circulation. In the particular case of this research, the proposals have been able to optimize vehicular circulation by verifying the coherence between the existing configuration and the real field capacities.
