The present research test is mainly focused on conducting an operational analysis with respect to road safety by applying the concept of dilemma zone in the corridor Av. Culture, Jr. Ricardo Palma - Santa Úrsula section and solution proposal, identifies the concepts of dilemma zone that are used to evaluate and analyze road safety in the Av corridor. Culture, Jr. Ricardo Palma - Santa Úrsula section, also defines the parameters to specify its existence or perform its measurement at traffic lights intersections. Throughout the study, solutions to mitigate the dilemma zone at the level of control systems (traffic lights) are also determined; in this study, the geometric characteristics and service levels (NDS) determined by the latter for the parameters of control delays of the traffic light intersections are also determined and subsequently the mitigation of the dilemma zone will be analyzed with the aim of improving quality of road safety and determine its influence on control delays and service levels. Resulting in the existence of a dilemma zone at the intersected traffic lights referring to the study and the current levelof service and control delays with an amber time of three seconds from the intersections with traffic signals Av. La Cultura - Santa Úrsula, Av. La Cultura - Av. Perú - Rafael Aguilar Pérez, Av. La Cultura - Av. José Gabriel Cosio - Gordon Magne and Av. La Cultura - Jr. Ricardo Palma are A (2.9 s / vehicle), F (258.6 s / veh), F (291 s / veh) and 2.8 (s / veh) respectively. By mitigating the dilemma zone with an amber time of six seconds at the traffic lights, a variation was observed in the control delays of each signalized intersection (parameters necessary to measure the service levels at the signalized intersections), but not at the levels of service since these were still within the criteria and ranges provided by the manual Highway Capacity Manual (HCM 2010). Taking as results A (4.7 s / veh), F (307.7 s / veh), F (339.7 s / veh) and 4.7 (s / veh) respectively in the intersections previously mentioned. Concluding that increasing road safety at signalized intersections referring to the study using dilemma zone concepts increases the control delays, but does not modify the levels of service of each signalized intersection of the present investigation since they are within the ranges and criteria that the HCM 2010 provides.
