The present work entitled “Mental Health Law No. 30947 and universal access to mental health services for people with mental disabilities in a situation of abandonment in the district of Santa Ana, La Convention, 2022” sought to determine the effectiveness of the Law 30947, for which the right to mental health that hundreds of people suffer from lack of knowledge and adequate infrastructure was analyzed, affecting the personal and collective development of these people; especially those that are in a state of abandonment. The right to health is a fundamental right directly related to the life and dignity of people, therefore, the State must ensure that it guarantees an adequate service focused on overcoming this disease. To develop this research, a qualitative approach was used. As a type of research, one of a legal-social nature was chosen, with interviews and documentary analysis being necessary for the collection of information. It was concluded that there is no adequate public mental health policy, causing many people in the district of Santa Ana to wander the streets, evidencing the lack of protected homes promoted by the State, added to the lack of coordination between the public entities involved and the lack of budget allocated to improving people's mental health. Which led us to conclude that Law 30947 is ineffective.
