This investigation stems from the need of the generally excluded minorities to exercise their political and social rights equally to the rest, to be considered under the same conditions in order to be elected, that under the constitutional basis of equality and no discrimination. This research aims to analyze whether the rule contained in Article 10 paragraph 3 of the Municipal Elections Act and Article 12 of the Law on Regional Elections enable effective representation of youth and representatives of native communities and indigenous peoples in elections municipal. For the development of a qualitative research methodology was used legal type proyectista finally developed after work we conclude that the hypothesis of this study is valid, the quota system is regulated in both laws does not ensure political representation effective of these minority groups and if substantial electoral and constitutional changes are made, these only serve to fill the list of candidates and for formal compliance with the standard.
