The present research project reveals the conflicts that the owners of the consolidated houses have, with the Ministry of Culture, in the Archaeological Zone of Larapa, whose properties are within the Archaeological Site of Larapa, which were acquired long before declared Cultural Heritage. They acquired their land in 2008, before it was declared an Archaeological Site of Larapa in July 2010. The Ministry of Culture, using Law 28296-General Law of Cultural Heritage, abusively and arbitrarily punishes the owners and, not taking into account the right to property and access to decent housing, fundamental rights that are enshrined in our political constitution of Peru, these families do not have basic services, which is why they have been fighting for years so that the Ministry of Culture allows them to access them, despite the fact that an urban pilot plan has already been implemented that regulates and controls the conservation of the intangible zone and the construction of housing and vital basic services that every population should have can be implemented. The lack of quality and insufficiency, its precarious and fragile constructions, and the lack of privacy and security, translate into poor habitability that directly impacts the quality of life of the owners and their families, causing a danger to human development. The present investigation is of a basic type, it also presents the qualitative approach with a descriptive level of investigation, because it describes the characteristics of: a person, group, thing, space in the present.
