Many of the streets of Cusco city have defective designs where the guidelines of sustainable urban mobility are not taken into account. As a result, there is a mobility system where the pedestrian does not have the preference, low operating conditions and safety is considerably reduced. The present research aims to propose a plan of accessibility, mobility and safety of the pedestrian system in polygon of the Cultura Ave., Diagonal Angamos Ave., Los Incas Ave., Hermanos Ayar Ave., Tomasa Ttito Condemayta Ave., Anselmo Alvarez Ave., Micaela Bastidas Ave., Manzanares Ave. and Victor Raul Haya from the Cusco city. For this purpose, a methodology was used with a quantitative focus, descriptive level and with a hypothetical-deductive method. The dependent variables on the research were pedestrian accessibility, mobility and safety; the first being the most important. In turn, the independent variables were urban infrastructure, urban furniture, signage and semaphorization; the same on which the proposals for the improvement of the pedestrian system were made. The results for the study polygon show that, in terms of accessibility of links, the “Accesibilidad del Viario” Method presents a range from Enough up to Excellent. The “Accesibilidad Universal” Method, a range from Insufficient up to Limited. The “IAPEB” method, a range from Accessibility 4 up to 9. The “Accesibilidad de espacios caminables” Method, a range from High accessibility restriction up to Low accessibility restriction. And in the same way for intersections, through the “IAPEB” method, a range from Accesibility 1 up to 9 is obtained. As for mobility, there are Pedestrian Levels of Service that vary from C to B at signalized intersections, and a variation of C to A for links. In pedestrian safety, it has a rating that ranges from unsafe to very safe for both intersections and links. Finally, it was concluded that proposals for independent variables were made significant improvements in pedestrian accessibility, systematically increasing mobility and safety. These measures were incorporated into a final accessibility plan carried out for both links and for signalized and non-signalized intersections.
