The canon is the participation of regional and local governments on the income and income obtained by the State for the economic exploitation of natural resources. The municipalities of the province of Canchis are responsible for the distribution of the resources of the mining and gas canon. In the period from 2014 to 2015, a budget of S / 135,612,164.00 was assigned; the citizens of the districts of the province of Canchis, have the interest of knowing how these resources are used and if in its use benefits the population. This research aims to identify the criteria for the distribution of mining and gas canon resources in the budget of the municipalities of Canchis province in the period 20142015 and to evaluate the extent to which the investment projects defined in the budget Participatory are implemented, establishing their relationship with the functions of their competence and determine if they meet the populati on needs of the districts of the province of Canchis. The research has a quantitative approach of descriptive scope, of non-experimental design the budget information for the fiscal years 2014 and 2015 of the municipalities of the districts of the province of Canchis: Sicuani, Combapata, Checacupe, Maranganí, Pitumarca, San Pablo, San Pedro and Tinta have been analyzed. The results obtained show that the municipalities of the Canchis Province, for the budget allocation have not respected the projects approved in the participative budget, of the 270 projects approved have only had institutional budget modified 159, which means 59%. On the other hand, municipalities have prioritized in their budget the functions of Education and Sanitation with 19.93% and 14.18%, respectively, and the Agriculture and Livestock function has an execution of 11.33% of the budget, while the Commerce function barely reaches 1.57% , The latter two being the most important economic activities of the Province of Canchis. In conclusion, the municipalities of the Canchis Province, for the distribution of mining and gas canon resources, partially apply participatory budgeting criteria andfunctions that are within their competence and partially meet the needs of the population.
