The objective of this research was to analyze how the regulatory regulation regarding the cultivation and export of organic coffee enables its strengthening in the province of La Convención, Cusco, 2018-2019. The specific objectives are related to identifying what are the legal limitations on the cultivation and export of organic coffee in the province of La Convención, Cusco Region, 2018.-2019 and to support the scope of a legislative Descriptive to strengthen the cultivation and export of coffee. Organic in the province of La Convención, Cusco, 2018-2019. It was postulated as a general hypothesis, the normative regulation referring to the cultivation and export of organic coffee, make possible in part, in a general way its strengthening in the province of La Convención, Cusco, 2018-2019, probably due to the tax disincentive that coffee farmers in the province of La Convención have. Which leads to the abandonment of the activity, migration to the city and the use and abuse of chemical products altering the ecosystem and reducing the export of organic coffee per year. The research is qualitative documentary and field, descriptive legal type. The discussion of the results was carried out through legal argumentation. The hypotheses were validated, and the main conclusion reached was, The normative regulation referring to the cultivation and export of organic coffee, make possible in part, in a general way, its strengthening in the province of La Convención, Cusco, 2018-2019, due to the tax disincentive that the coffee farmers of the province of La Convención that leads to the abandonment of the activity, migration to the city and the use and abuse of chemical products altering the ecosystem and reducing the export of organic coffee per year; which categorically confirms the general hypothesis.
