Due to the rapid growth of the vehicle fleet and the scarce improvement of the physical conditions of the cities, vehicular congestion has become one of the main urban problems, which is why today road and urban planning is of the utmost importance. The main objective of this research thesis was the historical center of the city of Cusco as a component of congestion and potential solution in terms of circulation. For the determination of traffic conditions, the corresponding vehicular traffic at intersections was made, considering the hours of greatest demand. Likewise, for the determination of geometric conditions of the intersections, the topographic survey was carried out. Finally, a detailed inventory of the traffic light and signaling behavior at each intersection was made to determine the traffic conditions. With the obtained data, we proceeded to calculate the road capacity and level of services based on the Highway Capacity Manual (HCM 2010) which is incorporated in the simulation software Synchro 8.0, this software allowed us to simulate said intersections in its Actual state. The road system was analyzed in two scenarios, one current and one solution. With these results, the aforementioned procedure was performed to calculate the road capacity and service level with its respective simulation for each case.
