Ambiente de control en los proyectos de inversión de la Gerencia de Planeamiento, Presupuesto e Inversiones de la Municipalidad Provincial de Espinar, periodo 2021

Abstract

El trabajo realizado fue planteado con el objetivo de Determinar el estado del Ambiente de Control en los Proyectos de Inversión de la Gerencia de Planeamiento, Presupuesto e Inversiones de la Municipalidad Provincial de Espinar, periodo 2021, la metodología aplicada es de tipo básico o puro enfoque cuantitativo, diseño no experimental y alcance descriptivo y se consideró como población y muestra de la presente investigación son los documentos de gestión administrativa y los 42 servidores públicos pertenecientes a la Gerencia de Planeamiento, obteniendo como resultados respecto al estado de la filosofía de la Dirección es regular con un 65.24 % del puntaje en escala Likert, no se encontraron políticas sobre el mantenimiento del control interno, tampoco se encontró planes de promoción que incentive al personal, el estado de la administración estratégica es bueno con un 67.94 % del puntaje en escala Likert, esto puede ser a causa de que no se cuente con una adecuada planificación institucional, el estado de la estructura organizacional es bueno con un 68.10 % del puntaje en escala Likert, y según la revisión documentaria ROF y MOF se encuentran desactualizados, el estado de la administración de recursos humanos es regular con un 65.05 % del puntaje en escala Likert, y se pudo apreciar que el Presupuesto analítico del personal de acuerdo a la remuneración ejecutada de los recursos humanos la ejecución anual de los 42 trabajadores de la gerencia asciende a 2,056,397.46 soles, y el estado del órgano de control institucional es regular con un 66.51 % del puntaje en escala Likert; y para finalizar, se concluye que el estado del ambiente de control en los Proyectos de Inversión de la Gerencia de Planeamiento, Presupuesto e Inversiones de la Municipalidad Provincial de Espinar presenta un estado regular por que cuenta con el 45.24 % del puntaje en escala

The work carried out was proposed with the objective of determining the state of the Control Environment in the Investment Projects of the Planning, Budget and Investment Management of the Provincial Municipality of Espinar, period 2021, the applied methodology is of a basic type or pure approach quantitative, non-experimental design and descriptive scope and it was considered as population and sample of the present investigation are the documents of administrative management and the 42 public servants belonging to the Planning Management, obtaining as results regarding the state of the philosophy of the Direction is regular with 65.24% of the score on the Likert scale, no policies on the maintenance of internal control were found, nor were promotion plans found that encourage staff, the state of strategic management is good with 67.94% of the score on the Likert scale , this may be because there is not adequate institutional planning. Additionally, the state of the organizational structure is good with 68.10% of the score on the Likert scale, and according to the documentary review ROF and MOF are outdated, the state of human resources administration is regular with 65.05% of the score on the scale Likert, and it was possible to appreciate that the analytical Budget of the personnel according to the executed remuneration of the human resources the annual execution of the 42 management workers amounts to 2,056,397.46 soles, and the state of the institutional control body is regular with a 66.51 % of score on Likert scale; and finally, it is concluded that the state of the control environment in the Investment Projects of the Planning, Budget and Investment Management of the Provincial Municipality of Espinar presents a regular state because it has 45.24% of the Likert scale score.
