Due to the rapid growth of the vehicle fleet and the scarce improvement of the physical conditions of the cities, vehicular congestion has become one of the main urban problems, which is why today road and urban planning is of the utmost importance. The main objective of this research thesis was to analyze the variation in road capacity and service level in the road system that surrounds Plaza San Francisco when the partial closure of the same is executed. For the determination of traffic conditions, the corresponding traffic and pedestrian traffic at said intersections was made, considering the hours of greatest demand. Likewise, for the determination of geometric conditions of the intersections, the topographic survey was carried out. Finally, a detailed inventory of the traffic light and signaling behavior at each intersection was made to determine the traffic conditions. With the obtained data, we proceeded to calculate the road capacity and service level based on the Highway Capacity Manual (HCM 2010) which is incorporated in the simulation software SYNCHRO 8.0, this software allowed us to perform the simulation of these intersections in its Actual state. We proceeded to the analysis of the road system in its three scenarios, in its current situation, carrying out the partial closure of the San Francisco Plaza, and carrying out the mitigation proposal in all the intersections studied. With these results, the aforementioned procedure was performed to calculate the road capacity and service level with its respective simulation for each scenario. In conclusion, after completing the partial closure of Plaza San Francisco, a negative impact on the road could be observed, which, when the mitigation proposal was made, improved substantially, thus enabling the partial closure to be considered in a viable manner, which will allow a better vehicular circulation and pedestrian in the historic center of the city of Cusco.
