This study seeks to ensure that the authorities of the municipalities carry out the inspection of commercial establishments, so that it can contribute a bit with the reduction of the informal sector, which is currently a problem in our country. This problem is reflected in various places and in order to reduce the percentage of it, several measures must be taken, one of them, as already mentioned, would be the control. Therefore, the present research work demonstrates that the absence of control of operating licenses in commercial establishments of Saturday Baratillo of the District of Santiago, sector located in the Prolongación Pera. The district of Santiago is the third most populous district of the Province of Cusco with 83,721 inhabitants, and from the socio-economic point of view, it can be said that the district of Santiago has high levels of informality, as it also has high rates of illiteracy, And low income for these people. This place that is the Saturday Baratillo was chosen due to the fact that for many years there has been commercial activity and it is observed that there is no formality, since they are not regulated under the rules and do not meet requirements to be formalized. These factors, especially the absence of control, would generate diverse problems among them, increase of the informal sector, evasion of internal taxes and consequently the low collection of the Municipal Promotion Tax. The present research work has a quantitative approach, because we use the collection and analysis of data to answer research questions and with it would be testing the hypotheses, for which we used surveys that were made to the merchants of commercial establishments of Saturday Baratillo district of Santiago. Similarly the research is descriptive, explanatory, because I am describing situations specifying their characteristics which was subjected to an analysis.
