The present investigation entitled "The lack of care mechanisms violates the right to accessibility of people with disabilities in the Women's Emergency Center of the district of Cusco in the period 2018 - 2019", had the general objective of identifying how the lack of attention mechanisms of the CEM violates the Right to Accessibility of people with disabilities, likewise, determine the factors that cause limitations in the exercise of the Right to Accessibility, analyze the limitations of attention in the CEM and identify the socio-legal consequences that generate attention limitations. For the development of the research, the type of basic research, the qualitative approach, was proposed, so bibliographic analysis, interviews and surveys were applied as research techniques in order to collect the perceptions of the population studied. The bibliographic analysis sheet, interview question questionnaire and survey were applied as instruments. The interviews were carried out with eight legal specialists and two psychology professionals. After analyzing the responses, it was identified that there is indeed a direct violation of the right to accessibility of people with disabilities, as a consequence of their other rights; and it is economic, social, legal and political factors that generate these violations. Specifically the following social consequences: revictimization, discrimination, inequality, frustration and indignation, and lack of communication and information about the services provided to people with disabilities. And, the legal consequences obtained are: lack of access to justice, defenselessness and/or lack of protection of the rights of people with disabilities, lack of protection of their rights, violation of the right to accessibility and fundamental rights. In this sense, the implementation of access mechanisms in favor of people with disabilities is recommended, in such a way that they are allowed to exercise their exclusive right of accessibility and consequently their other rights. These mechanisms in their favor must be effective, focused on both infrastructure, to materials that transmit information adjusted according to the person's disability.
