From 2006 to 2019, PRODUCE collects fees for fishing for the extraction of hydrobiological resources destined for indirect human consumption through a flat rate of 0.25% of the FOB value per ton of fishmeal. As of 2019 this flat rate increased to 0.43%. The objective of this research is to identify whether there are economies of scale in the Peruvian anchoveta fishing industry after the implementation of the Maximum Catch Limits per Vessel law in 2008 (LMCE 2008). For this purpose, we first proceeded to estimate a specific Translog functional form total extraction cost function for the anchoveta fishery industry using annual information in 1986-2020. The results revealed that the Translog total extraction cost function has both non-homothetic and homothetic characteristics with unit elasticities of substitution in the production structure. This indicates that the total extraction cost may or may not be influenced by changes in production due to changes in input prices, and it is not affected by the own and cross input prices effects. In addition, it was found evidence of economies of scale in the Peruvian anchoveta fishing industry after the implementation of the LMCE 2008. These findings suggest the need to establish a system of differentiated tariffs for fishing fees, adapted to the specific characteristics of each segment of the industry.
