It has been determined that the exploration stage is the starting point of a mining project and is where the first interaction occurs between the linked actors, Community, State and Company. This, together with the challenges that Peru is going through to carry out large investment projects in the mining sector, has led to a comprehensive analysis of the process of obtaining authorization for activities in the mining exploration stage under the comparison of two cases. Case A "project with prior consultation process" and a case B " project without prior consultation process " , with a focus on the impact on the related actors, to finally achieve the identification of areas of opportunity and the design of strategies that achieve a management of permits compatible with the protection of the environment, with the contribution to the environment social and with the vision of investors. In this regard, it was analyzed that case A has a permit process of less than 12 months, unlike case B which is longer, regarding the impacts on the related actors, an inversely proportional relationship has been determined where the shorter the permitting process time, the greater the positive impacts on the Community, State and Company; concluding that time is the main variable to consider and the incorporation of a phase 0 where the overlap of indigenous or native peoples is identified as the main strategy and starting point.
