For the development of this study proposal, the Economic Operation Committee of the National Interconnected System (COES SINAC) has been taken as a reference. COES is a non-profit organization, unique in Peru, which function is critical for the correct supply of the national electricity system. It is through the Information Technology (IT) area where projects are executed that provide technological support to the processes, where the level of precision and accuracy is a key factor. Given the importance of technological solutions in COES, it is crucial that the projects developed for the delivery of these solutions are executed successfully, meeting the objectives of cost, time, scope, and quality. In the present work, an evaluation of the real state in project management was carried out, using surveys and interviews with key personnel. Identifying that there are still gaps to cover and improve the efficiency in the execution of these. Currently, to optimize project management, the beneficial contribution that a Project Management Office (PMO) brings is necessary, allowing the chances of success to increase and ensuring that the resources invested return in a beneficial way for the organization. For this reason, in the fourth chapter, the design proposal that the new project office would have in the COES IT department is developed, based on the PMO Value Ring methodology; in which processes, functions and indicators were established and that will allow performance to be measured. In addition, the team that will support the PMO was defined with clearly established roles and responsibilities. Likewise, it was considered to include the detailed planning for the execution of the PMO implementation project, which contains a schedule, required budget, scope and other necessary components. Finally, a chapter was included for the analysis of profitability, to determine if the operation of the PMO will be beneficial for the organization.
