Abstract: El cambio climático impulsado por la quema de combustibles fósiles es uno de los mayores desafíos globales. El Perú, que forma parte del Acuerdo de París, se ha comprometido a limitar el calentamiento global y mitigar sus impactos. Así, el hidrógeno verde emerge como una solución real a mediano y largo plazo para lograr en el futuro la ansiada descarbonización y reducir de emisiones de gases de efecto invernadero (GEI) en nuestro planeta.
Nuestra investigación propone un Plan Estratégico para fomentar el uso de este nuevo vector de energías renovables en la matriz energética nacional y posicionar así al Perú como uno de los líderes en su producción y exportación en la región. Este plan estratégico propuesto aborda temas relevantes para la implementación, uso y desarrollo del Hidrógeno Verde en el Perú, ofreciendo recomendaciones clave para su implementación exitosa.
Este Plan es una propuesta en base a la Ley de Fomento del Hidrógeno Verde promulgada por el Congreso de la República, los antecedentes internacionales, las lecciones aprendidas de otras energías renovables y las recomendaciones de expertos del sector público, privado y académico; el enfoque integral del plan abarca temas de regulación, tecnología, cooperación internacional, ambiental y sociales. Todo este conocimiento ha sido plasmado en la presente investigación, constituyendo un valioso aporte con el fin de incentivar una mayor consciencia sobre el desarrollo e implementación de las energías renovables en el país.
Con la visión al año 2040, la correcta implementación de este plan estratégico permitirá al Perú no solo cumplir con sus compromisos internacionales correspondientes al cambio climático, si no también beneficiarse económicamente al convertirse en exportador, reducir la huella de carbono y liderar la transición hacia una económica sostenible.
Climate change driven by the burning of fossil fuels is one of the biggest global challenges. Peru, which is part of the Paris Agreement, has committed to limit global warming and mitigating its impacts. In this context, green hydrogen emerges as a promising solution for decarbonization and reduction of greenhouse gas (GHG) emissions. In that sense, our research proposes a strategic plan to promote the use of green hydrogen in the national energy matrix and position Peru as a leader in its production and export in our region. This strategic plan addresses relevant issues for the implementation, use and development of green hydrogen in Peru, offering key recommendations for its successful implementation. The plan has been designed, based on the green hydrogen promotion law, international precedents, lessons learned from other renewable energies and recommendations from experts from the public, private and academic sectors. The comprehensive approach of the plan covers regulation, technology, international cooperation, environmental and social issues. All this knowledge has been captured in this research, constituting a valuable contribution to the development of renewable energies in the country. With the vision to the year 2040, the correct implementation of this strategic plan will allow Peru not only to comply with its international commitments corresponding to climate change, but also to benefit economically by becoming an exporter, reducing the carbon footprint and leading the transition towards a sustainable economy.
