Fiscal decentralization in Peru is a process aimed at transferring power and resources from the central government to local and regional governments, with the goal of improving administrative efficiency and the delivery of public services. This process includes the allocation of financial transfers from the central government to municipalities, which is crucial to support their management and local development. However, a critical challenge of fiscal decentralization is its impact on the ability of local governments to generate their own revenues. The analysis of the effect of financial transfer son the own revenue collection of local governments focuses on the phenomenon of “fiscal laziness” where municipalities might overly rely on transferred funds, thereby reducing efforts to collect own revenues such as local taxes and fees. Understanding this relationship is crucial for developing public policies that promote efficient and sustainable fiscal management at the local level, ensuring that transfers complement municipalities efforts to increase their own revenues, thereby strengthening their financial autonomy and management capacity.
