Incidencia del canon petrolero en la ejecución de los proyectos de inversión en la Municipalidad Provincial de Requena, período 2011-2016

Abstract

Conocer la incidencia de la fuente de ingresos por canon petrolero en la ejecución de proyectos de inversión en la Municipalidad Provincial de Requena, en el periodo comprendido entre los años 2011 al 2016, es el principal objetivo de la presente investigación. Se utilizó un diseño no experimental, de nivel descriptivo. Para ello se analizó los reportes estadísticos extraídos del portal de transparencia del Ministerio de Economía y Finanzas relacionados a las transferencias de fondos para los órganos del Estado peruano. Los resultados muestran que los ingresos por la fuente canon y sobre canon se incrementan entre los años 2011 y 2014 significando en este año, el veinticuatro por ciento del total de ingresos, mientras que entre los años 2015 y 2016 este ingreso mengua al trece por ciento. En consecuencia, se aprecia que la inversión en gastos de capital sufre una contracción progresiva desde el año 2014 cuando disminuye en un cuarenta por ciento, llegando esa baja a ciento sesentaicinco por ciento en el año 2016, reduciéndose drásticamente las inversiones en proyectos para la provincia, por efectos de la menor recaudación por canon y sobre canon petrolero.

Knowing the incidence of the income source by oil canon in the execution of investment projects in the Provincial Municipality of Requena, in the period between 2011 to 2016, is the main objective of the present investigation. A non-experimental, descriptive level design was used. To this end, the statistical reports extracted from the transparency portal of the Ministry of Economy and Finance related to the transfer of funds for the Peruvian State bodies were analyzed. The results show that income from the canon and canon source increases between the years 2011 and 2014, meaning in this year, twenty-four percent of the total income, while between 2015 and 2016 this income decreases to thirteen percent . As a result, it can be seen that the investment in capital expenditures has undergone a progressive contraction since 2014, when it decreased by forty percent, reaching a decrease of one hundred and sixty five percent in 2016, drastically reducing investment in projects for the province, by effects of the lower collection by canon and on oil canon..
