The Civil Registry Unit The Provincial Municipality of Punchana, located in the city of Iquitos, Loreto, Maynas province, is responsible for conducting the registration of certificates, marriage, death and divorce; for this receipt and proper handling of documents that taxpayers do to enter is necessary, this process is done manually and relying on spreadsheets in Excel, which is tedious and complicated process, creates problems when control and require timely information on the status of care such documentation entered. Faced with this problem, Civil Registration System for managing the information quickly, which will reduce the bottleneck now manifested in the area of civil registration of the municipality was implemented. Rational Unified Process: For the development process the RUP methodology was used. The development is carried out based on the phases which provides the methodology are: initiation, development, construction and transition, each with a single iteration. The methodology used in this project is an adaptation of the Rational Unified Process (RUP - Unified Software Development Process), which is a process of object-oriented analysis and design, the most comprehensive and disciplined way of assigning tasks and responsibilities on a project in development. We can cite the following tools used for the project: • Microsoft Office 2010 Used for digitization of documents such as the report and manuals. • IBM Rational Rose 2007 Tool used for modeling with the UML notation. • SQL Server 2005 Server database on what will be the repository of data. • Windows 7 Operating system used by the computer used for system development. • Microsoft ASP.NET 2008 Platform used as tools for system development, .NET. By implementing the design there is now a system that notriamente reduced the time to obtain reports and query information and possessing an acceptance of satisfaction SUS use (Scale Usability System) 65 and efficiency of 67,975 points on a scale of 0-100 as user survey.
