La inversión pública en orden público y seguridad en Loreto y la comisión de delitos periodo 2016 - 2020

Abstract

Guaranteeing a harmonious life in society is an imperative issue that the State must comply with through its different institutions, fighting crime and ensuring that the Law is imposed at all levels. In accordance with this precept, this magisterial thesis is carried out whose purpose is to determine the relationship between public investment in the Public Order and Security function, and the commission of crimes in the department of Loreto during the period 2016 - 2020. That is why This Quantitative study is carried out according to its nature and Correlational due to its level of explanation, with a Non-Experimental design. It is concluded that public investment in Public Order and Security has a very good inverse relationship with the commission of crimes in Loreto in the period 2016 - 2020; confirmed by the value of the Correlation Coefficient which was r = -0.774066258. The largest investment according to the level of government was made by the National Government and reached the figure of S/. 73.90 million, which is equivalent to 74.805 of the total. In another order of things, it can be observed that the investment in Public Order and Security amounted to S/. 100.70 million, meaning only 2.31% of all public investment, a value that is insufficient to guarantee an efficient service. The largest investment was in Transportation and Communications and was S/. 1,428.40 million, equal to 32.72%. On the other hand, the amount invested in Public Order had a variable behavior.

Garantizar una vida armónica en sociedad es un tema imperativo que debe cumplir el Estado a través de sus diferentes instituciones, combatiendo el delito y haciendo que se imponga la Ley a todo nivel. De acuerdo a este precepto se realiza esta tesis magistral cuyo propósito consiste en determinar la relación entre la inversión pública en la función Orden Público y Seguridad, y la comisión de delitos en el departamento de Loreto durante el periodo 2016 - 2020. Es por eso que se lleva a cabo este estudio Cuantitativo según su naturaleza y Correlacional por su nivel de explicación, con diseño No Experimental. Se concluye que la inversión pública en Orden Público y Seguridad tiene una muy buena relación inversa con la comisión de delitos en Loreto en el periodo 2016 – 2020; confirmada por el valor del Coeficiente de Correlación que fue de r = -0.774066258. La mayor inversión de acuerdo al nivel de gobierno fue realizada por el Gobierno Nacional y alcanzó la cifra de S/. 73.90 millones, que equivale al 74.805 del total. En otro orden de cosas, se puede observar que la inversión en Orden Público y Seguridad ascendió a S/. 100.70 millones, significando tan solo el 2.31% de toda la inversión pública, valor que resulta insuficiente para garantizar un servicio eficiente. La mayor inversión se dio en Transporte y Comunicaciones y fue de S/. 1,428.40 millones, igual al 32.72%. Por otro lado, el monto invertido en Orden Público tuvo un comportamiento variable.
