The objective of this research work described the modalities of CTI, defined the challenges and proposed its solution in a pandemic. The approach was qualitative, descriptive, with a phenomenological, non-experimental, transectional, descriptive design, using the inductive method. The population was made up of 19 Organic CTI Units from 19 Ministries, 2 stratified samples of 19 heads and 38 collaborators. The techniques used were the survey and documentary analysis. The instruments, the repetitive questionnaire and digital storage. The content validity was by expert judgment with an average of 95% for both variables and the highly significant reliability by a pilot to 10 bosses (0.96) and 10 collaborators (0.96), through Cronbach's Alpha, applied to the questionnaire. 35 questions with five alternatives on the Likert scale. The work concluded that the Ministries have sufficient STI tools to face the challenges of the pandemic. The most used modalities must be maximized, the least used must be promoted and those that have disappeared should be implemented. The mechanisms used by the UOCTI are insufficient due to the lack of knowledge of the leadership and ignoring suggestions from collaborators. The Ministries identified their priorities, but the leadership is deficient. The supply is not taken advantage of due to disability and the demand for CTI is confused with needs. Priorities are not covered due to lack of knowledge of STI supply and demand, lack of support. Ministries respond to challenges through activities, projects and programs. However, interventions to resolve sectoral needs are projects, programs and activities. The interventions to prioritize are projects and activities.
