Objective. To assess compliance with the regulations of health-related legislation in Peru during the period 2005-2021. Method. Descriptive-analytical study, cross-sectional. Studied the regulatory process in the field of health, including laws and legislative decrees and emergency decrees with regulation provision, published in the period 2005-2021, through descriptive statistics and regulatory probability analysis, through the Kaplan-Meier method, actuarial method and Log Rank test. Results. Ninety-five laws of health with regulation provision were identified. 67.4% (64) of the laws studied were regulated. 4.1% (2) of the regulated laws were regulated in due time. 25% of the regulated laws were regulated with severe or critical delay. The median regulatory time was 394 days. The probability of non-regulation of laws at 10 years of follow-up was 16%. Years 1, 2 and 3 represented the most likely intervals for regulating laws (35%, 28% and 36%, respectively). Conclusion. There have been significant deficiencies in the health regulatory process, which have hindered the proper implementation of public policies contained in the laws. Although factors associated with the probability of regulation of laws were not found, the economic, political, institutional and social context, as well as the actors involved, must be analyzed to understand the causes of the problems of the regulatory process. Consequently, the inadequate legal effectiveness of laws can significantly affect the target populations targeted by such laws, as it delays the emergence of expected policy effects, deferring the treatment of various public health problems. Some of these problems are likely to remain dormant or to be exacerbated.
