The growing number of research projects increased the evaluation time by Ethics Committees, therefore protocols with less than minimal ethical risk are exempted from review. Objective: To ethically and methodologically evaluate the research projects in humans exempted from review by the Ethics Committee of the Universidad Peruana Cayetano Heredia during the period 2006-2009. Material and methods: 173 protocols were independently evaluated by 3 reviewers. Results: In the ethical evaluation: 3.5% of the protocols used biological samples, in 3.5% the vulnerable population participated, 59.0% and 85.8% of those who required informed consent and assent had it. In the methodological evaluation: 17% of the protocols were methodologically adequate, as well as 38% of Public Health protocols, 36% of Sciences, 25% of Nursing, 22% of Education, 15% of Medicine, 21% of postgraduate and 10% undergraduate. The most omitted methodological dimensions were references according to Vancouver standards (54%), identification of variables (50%), ethics section (44%), statistical software (41%), sample size (35%) or its parameters (26%) and the sample design (31%). It is recommended to review the evaluation process of the review exemption category so that it takes into account the methodological part.
