The objective of this study was to compare the content of Law No. 27596 “Law that Regulates the Legal Regime of Canines” and Law No. 30407 “Animal Protection and Welfare Law” on the subject of responsible canine ownership. In this way, through a comparative matrix, show similarities and differences that could be shared between them and evaluate their strengths and weaknesses. Both laws propose that local municipalities create Municipal Ordinances that put the regulations into practice and promote responsible canine ownership. Likewise, they regularize euthanasia, mention the importance of having municipal shelters and seek to promote sterilization as a control plan for stray dogs. In the same way, both regulations present infractions and sanctions, including up to deprivation of liberty for breach of the norm. Furthermore, it was visualized that law No. 30407 proposes the support of government entities in a multisectoral manner criminalizes abandonment and covers animal species that also live daily with humans, such as cats, thus taking care that it is not a risk for public health. Despite the fact that between the two laws there are almost 15 years of difference, the same problem of applicabiliy of the current regulations is foreseen, due to the lack of knowledge of them by the population and authorities, availability of infrastructure and trained personnel and financial resources destined to comply with the requirements of the regulations, probably due to the fact that the problem associated with the non-responsible possession of dogs is not considered to be of the same level of importance as other social problems that the country may face, which has to be exacerbated after the aftermath produced by the COVID-19 pandemic.
