This investigation wants to foment the culture of recycling municipal management trash, by means of activities detailed in the strategic communication plan denominated “Close the cycle”, which will contribute to correct the problems investigated. The main objetive of the investigation is to elaborate a strategic communication plan to foment the culture of municipal management recycling trash in students of the 2nd grade "C" of the high school of C.E.E. “Rafael Narváez Cadenillas”, Trujillo - 2020. The type of investigation is quantitative and descriptive. The research design is non experimental, transversal, propositional. There was applied a non-probabilistic convenience sampling. Information was collected through observation and a diagnostic questionnaire to identify the level of knowledge, attitudes and habits. For data processing, duly tabulated tables were selected, classified and organized. The main conclusion is that students have basic knowledge, but do not apply it, their habits and attitudes are not the most appropriate with respect to trash, then I propose activities according to the age and habits of the students.
